Noble World Foundation Proposes UNSC Transition from state-based to regional representation for a balanced global voice

CHICAGO - PennZone -- Embracing the motto "One Earth, One Family, No More Wars," Noble World Foundation (NWF), a 501(c)(3) nonprofit organization dedicated to global peace, announced today an initiative to reform the United Nations Security Council (UNSC). This initiative proposes shifting membership and veto power from individual states to regional organizations like the European Union, aimed at ensuring more democratic and effective global conflict resolution. This proposed shift is in line with the UNSC's existing practice of basing the selection of non-permanent members on regional representation.

Recent events have highlighted the urgency for reforming the UNSC. On February 25, 2022, Russia vetoed a UNSC resolution against its Ukraine invasion, despite widespread support from other members. Similarly, on December 8, 2023, the United States vetoed a resolution for a humanitarian cease-fire in the Israel-Hamas conflict. Were these democratic?  These incidents demonstrate the limitations of the UNSC in its current form, where individual nations can block consensus.

The UNSC already follows a regional representation policy for selecting non-permanent members, divided into five distinct regions. It is only logical that this regional representation policy extends to the selection of permanent members as well. After all, upholding international peace and security is a shared endeavor for both permanent and non-permanent UNSC members.

If a regional union like the EU existed in Eastern Europe before the Russia-Ukraine crisis, it could have potentially prevented the conflict by using regional consensus instead of single-nation veto. To improve the UNSC's ability to prevent future wars, decision-making authority should be given to a regional union modeled after the EU, rather than allowing one nation to have veto power.

NWF urges political leaders to acknowledge the value of regional unions in conflict prevention and support their inclusion in the UNSC. Such a move could be a decisive step towards ending wars.

In today's world, nationality can often be a source of division and conflict.  NWF also proposes the idea of a United Nations-issued World Citizen Passport to foster unity, peace, and cooperation.
