, July 21, 2026 -- ExperienceBypass LLC, developer of the CLEARED Sovereign Intelligent Enterprise Platform, today announced new research putting the annual cost of enterprise decision delay across the Global 2000 at $630 billion, a figure the company calls the Decision Latency Tax.

The estimate is built from two components. The first, $437 billion, is drawn from independent research: Splunk and Oxford Economics' Hidden Costs of Downtime 2026 study puts the Global 2000's annual IT, network, and cybersecurity downtime bill at roughly $600 billion, and separate incident-management research shows that detection, triage, and diagnosis, rather than physical repair, account for approximately 73 percent of that cost. The second component, $192.5 billion, is CLEARED's own conservative estimate covering decision delay outside IT and cybersecurity, calculated at 3.5 percent of the Global 2000's $5.5 trillion in aggregate 2026 net profit, a rate below the midpoint of the company's documented benchmark range.

"Enterprises measure what breaks because breaking is visible," said Honorio J. Padron III, founder and CEO of ExperienceBypass. "Decision delay produces no alarm. It just shows up as the difference between how fast a competitor moved and how fast you did, and almost nobody has been asked to measure that gap before now."

The research is built on CLEARED's decision ontology, which maps the enterprise into ten Zero-Latency Decisions, or ZLD, loops spanning market sensing, procurement, supply and inventory, working capital, operations, fulfillment, pricing, workforce, risk and compliance, and portfolio strategy. Unlike conventional functional-domain frameworks, a ZLD loop tracks a single decision end to end as it crosses multiple departments, rather than treating each department's piece of that decision as a separate event. The platform resolves each decision through what the company calls a decision object, a patent-applied-for mechanism that routes a signal to one of three outcomes: go, stop, or escalate to a human, without expending computation on alternatives that were never actually available.
