Announces Comprehensive Public‑Notice Campaign for 193 W. Wellens Street and Adjacent Abandoned Railway Corridor
PHILADELPHIA - PennZone -- Philadelphia, PA – The Center of Universal Divinity, in partnership with the GPASS Neighborhood Advisory Committee and the 35th District Police Department, held several public-meeting, to inform residents about the redevelopment of 193 W. Wellens Street and the adjoining abandoned railway corridor (formerly the Philadelphia, Newtown & New York Railroad).
Last in July 2025, the outreach uses flyers, social-media posts, and newspaper notices to reach households, businesses, and community hubs across the 2nd Congressional District and the City.
"This campaign ensures transparency and gives residents a voice in shaping the future of this blighted site," said Dr. Phillip Fisher Jr., President of the GPASS Neighborhood Advisory Committee and Senior Pastor of the Center of Universal Divinity.

The effort follows a Community Coordination Meeting on July 15, 2025, co-hosted by GPASS, the 35th District Police Department, and the Center. Attendees included residents, city officials, and community organizations addressing illegal dumping, encampments, and environmental hazards.

- Setting a timeline for site security, environmental cleanup, and redevelopment (including affordable housing and a community greenway).
- Securing ongoing city support for enforcement and remediation.
